How do you get a picture to fit photo paper size 4x6?

I am basically trying to make a picture that was made from GIMP 2, take up the entire photo paper or at least most of it while the photo paper itself is 4x6. What page setup/preferences would I need and what size would I need to make the picture. Thank you
