I have a boyfriend who doesnt answer there phone everyday after 4pm to 11pm and i call and he never answeres p?

we have a long distant relationship and supposed to be moving in together but he keeps disappearing and not answering his phone or calling me everyday and then when he does call later its an appology but he keeps doing it should i assume he is with someone else why cant he answer his phone
