Why are boys so flirty with girls ALL the time?

theres this boy and i said i just want to be friends so he said yea ok. But the way he moves around me and looks at me makes me feel uncomfertable, and he tells me way to much imformation if you know what i mean...soooo yea i wanna why. (girls and boys answeres plz)
