Call of Duty black ops connection problem?

I live in singapore and I never connect to the people in Singapore or connections where i will get full green bars even I have already upgraded my internet to the best. I always turn my search preference to local only and still i always connect to japan or cant even find a match and everyone has full green bar and i only have 3 bars always which sucks. Now the worst thing is in Zombies I cannot find a match and i cant even host, which is really annoying me. If anyone will give as much as possible im happy to hear.
